A WARNING LETTER
A Neurology reader who will remain anonymous sent the following letter:
“On March 1st, 2004, I got a Warning Letter signed by the Chief, Enforcement Division of the Office of Foreign Assets Control of the Treasury Department of the United States. The letter noted that I had been listed as a speaker at the IV International Symposium on Coma and Death being held March 9–March 12, 2004 in Havana, Cuba. The letter indicated that pursuant to the Trading with the Enemy Act and the Cuban Democracy Act of 1992, the Cuban Assets Regulations prohibit virtually all direct or indirect commercial, financial, trade, or travel transactions with Cuba by any person subject to the jurisdiction of the United States, except as authorized by the Secretary of the Treasury or exempted by statute. The letter warned me that travel related transactions incident to attending the conference in the absence of a license issued by the Office of Foreign Assets Control could result in the imposition of criminal and/or civil penalties.
Indeed, I had been invited to participate in the IV International Symposium on Coma and Death but I had no intention to attend, and thus I had responded to the various invitations received. …

- Submissions must be < 200 words with < 5 references. Reference 1 must be the article on which you are commenting.
- Submissions should not have more than 5 authors. (Exception: original author replies can include all original authors of the article)
- Submit only on articles published within 6 months of issue date.
- Do not be redundant. Read any comments already posted on the article prior to submission.
- Submitted comments are subject to editing and editor review prior to posting.
